Can one use a female to male 3.5mm cable to extend the remote head length on the RH-96 if the stock 3m cord is not long enough, and most importantly, any ideas on where to find one of these long discontinued items?

I don't see why not but finding the item would be very difficult, just have to search the internet..

If I remember Uniden discontinued the item claiming it had no popularity but it was so popular that Scanner Master continued to sell them, going by memory here so.. maybe they have some stuff laying around that you could use.

I loved the RH-96. But stopped using it when the radios it was paired with became obsolete for me, I know it worked with the 996 T also.

In answer to the original question: Yes, you can use a 3.5mm extension cable, I have used one up to 25 feet long with no issues. Remember that the RH-96 does not have a speaker so you may need to install a remote speaker and that turning off the RH-96 does not turn off the radio.

One other thing I did was to install a 3.5MM jack on the back of the 996XT to use instead of the front panel jack for the RH-96 and then a M-M cable. That front panel jack is so flimsy that It could be damaged easily. I also made a cable that used the rear DB-9 jack for RH-96 use on an unmodified 996. The only issue with either project was that the cable to the radio had to be unplugged when connecting to a computer for programming. Search for prior posts here describing those adventures.

PS: Here are the threads on this:
