I finally hooked up my scanner that has been sitting in the box for 2+ years. I registered with RadioReference for an account and downloaded Freescan but can't figure out how to program the Addison PD and FD from the chart. I see a download area (for paid subscribers) but I am unsure if these files would be usable in Freescan to automatically upload into my scanner.

The Site frequencies (for "Carrollton Simulcast" go into the site that you create in FreeSCAN for the system.
The talkgroup ID's, whether for Addison (PD or Fire), or one of the other cities, would go in a group.
I don't normally listen to this system, because I'm too far south in Dallas to get decent reception. But you'd program it like the attached file. .The attached file is compressed because of forum requirements. Unzip it (extract the actual file) with a file utility such as WinZip, or the free
7Zip. Then you can open Metrocrest.996 in FreeSCAN.

The site is
simulcast. so depending on your location relative to the various transmit sites, your reception may vary. While the database does not reflect this, I've seen previous notes that most law enforcement may be encrypted. If so, no amount of programming gymnastics will cure that. Fire is in the clear, so that would at least tell you the scanner is tracking the system.
