Can't hear local pd or ems radio

Why can't I hear local pd or ems radio I have a uvh radio but quite on there radio frequency I'm located in waverly, Henderson ky area please help

HI, I went to the Radioreference database and here is the link to Union county.. Click on Henderson county to get the corresponding information. Make sure these are programmed into your scanner. Union County, Kentucky (KY) Scanner Frequencies and Radio Frequency Reference

Hi & welcome. What make & model receiver are you using? Are you programming by software or by hand? Not familiar with a "UVH radio"
Database states "encryption capable" on the PD frequency so perhaps they recently went fully encrypted or maybe changed tones, modes or systems? Are you hearing anything if you tune here? Garbling? Data noise (motorboating)? Several possibilities here so I'll leave it to the locals to chime in...
