I live in Rochester NY, (Monroe County)

I've programmed my scanner: Uniden BC346XT
to receive EMS and Fire and it works great.
How ever, the frequencies I put in for law enforcement seem to just come back with constant static, screeching or quite honestly just busy noise. ... I don't think it's a trunked system as radioreference doesn't have it labeled unless it just hasn't been updated.

Anyone know what I'm doing wrong?

BC346XT is only Analog!

You need a digital (P25) scanner. Monroe County law enforcement has switched to conventional digital.
