Sounds like the unit/TG you're hearing in the evening is (affiliated) because the radio is near the site your monitoring at that time and not during the day.. As has been previously explained..
If no subscriber radios are affiliated to the site; Then the site is quiet despite neighboring sites carrying traffic at the same time. This method saves system resouces..

and the 'falling tree' is a voice call
in the 'woods' or the sites coverage area..
Maybe the unit you hear in the evening is driving from/to their home/work the same time each day, so you hear them during that time that the user remains on the site.. until they move on to another site.. or turns the radio off..
