How can you understand ANYTHING being said on that? I counted at least 5 talking at once.

It is a network of radios and remote receive sites designed to catch every incident in Chicagoland. Sometimes it gets pretty hectic but the idea is to catch fires. That is also where the stereo feature comes in handy.
