    Only MDC is on dispatch and that's all narrowband.

    Ok. Maybe your problem there. FDNY does not use MDC on the portable radios. It's a 7 digit ID using Motorola tps system. If you look on a scanner like the pro96 you see DG when the I'd goes then FM for voice.

    Early 2003 sounds about right. I was still working in lower Manhattan. I know it wasn't encryption I was hearing , because then I would never been able to hear zone 1 over cw4.

    The codes to talk and listen are not the same. This is done so someone can't just by a radio and start talking. What channels are you trying.
