I am HOA for now, eventually I will be moving to non HOA,, I live in CT and will be upgrading my license for future HF endeavors when I am not in HOA restrictions for now when I upgrade, I will be using 10FM, how active are the 10 meter repeaters in the Northeast/ New England area?

and what kind of antenna is generally recommended for 10FM mainly repeater use

A check of KiwiSDR's in your region might answer your question about 10m FM repeater traffic.
Wideband shortwave radio receiver map

The antenna could be the vertical of your choice. A homebrew 1/4wl Ground Plane would work very well in that situation.

Good luck finding traffic.....

A check of the NESMC page shows three 10 Meter repeaters, Fitchburg, and Marlborough MA., and Dover NH. The New England Repeater Directory shows one in Bristol, CT., but might not be on the air now. That one is on 29.640.
