Heard what sounds to be digital with encryption, very strong signal. I did not find anything in the DB. Only heard it for about 15 seconds. Any ideas on what this could be? Was heard at April 4,09 8:30 A.M Simcoe, Ont.

Is that a local fleetnet freq?
You probably heard a mobile in your area using one of the OPP intel talkgroups with encryption,
4.02Mhz doesn't alway work to figure out the fleetnet base/mobile channel splits but used in general seems to work for most around here

another one to check is the provincial common 142.770 - 4.02Mhz which gives you 138.750 Mhz
I keep all of the input channels to trunk systems in a bank in my PSR500 just for the hell of it.
