Just searching around tonight and have intermittent keyups on the old DSP 154.665 freq.

This is coming from the Talleyville tower. No PL 1-2sec TX and back off. Quick beep in the background on keyup....usually.

No specific rhythm to it all.

Anyone else getting sites doing this?

Dave:

found these licenses: WQDE358, WQDE364. WQDE358 appears on the Talley Yard tower as a mobile relay. WQDE364 also appears on the Talleyville VFC tower along with the old NCCPD F-1 154.165

Yea, They just won't give up those licenses.

Talley Yard tower is the correct location as Dave mentioned.

Maybe it has been active and I just didn't notice it but I don't know how it got past me.

You're not looking in the Radio Reference database, are you?
If memory serves, NCC and the State police are on the digital system. It looks like there's one or two rebroadcast channels, but it doesn't look like it's very much. Only the city of Wilmington is still analog. Fire is also on the state system; however there are several (somewhat low powered) fireboard freqs that are also listed on the Delaware page.
To monitor the digital system, you will need to shell out some bucks...the PRO-96 and PRO-2096 Radio Shack/GRE models will do it, as well as the Uniden BC296, 706 and 396. 73s Mike

[edit] The Delaware database is here

Joshua:
Call R&R communications, ask for Doc or Russ. They have a person who comes in by appointment (for a fee to the end user) and will program your scanner with the info you are interested in receiving.
