As does Wayne in Passaic County. Yet they have VHF radios in their cars on SPEN, go figure.
Because its more important for cops to be listening to their main dispatch channel vs the SPEN patch. Why potentially miss priority radio traffic when you can just monitor both simultaneously.

The problem with a SPEN 1 patch covers the whole state is that it uses a huge amount of frequency resources...generally for messages that only need to be heard locally, maybe regionally.
Well I should have meant regionally like North Central, and south
