This afternoon there were numerous open carriers from a distant location here in eastern Essex county Vermont on 159.195 ctcss tone 85.4. Anyone have any ideas?

It looks like it's for State of Vermont highway maintenance: 159.195....interesting

Also Department of Transportation (Vermont) Scanner Frequencies and Radio Frequency Reference

I don't know what the open carriers were about, though... That does sound like a mystery!

V-Trans does use the frequency in different districts, but the code shown in the RR files is Dpl. The first testing didn't show any code on the scanner.
