164.40 R - NAC 001 - 2 males were testing on this freq today - one called it "the downtown repeater system" - I presume they mean 'downtown Boston' - clear at first, then encrypted - I think this is the Secret Service - Peter Sz

I think you are right. I did a search and it looks like 164.400 is the US Secret Service Papa channel.
