It seems to be just a re-broadcast of the NYPD's CW 2 onto the Fed's radios which is in the clear on it's analog UHF frequency. And it's just announcing, but not dispatching, initial citywide "heavy," but "routine," radio runs.

It's not some "secret" frequency.

you should also find them on 173.8625 and 173.9250 - all part of the NY/NJ FIO
