Trying to I D this freq. They ID themselves by first and last name. .talking about water vacks. And ems to bring a cart....I am in NW Louisiana on the La, ar line. ..thanks jerry

This is a nationwide VA paging frequency, usually used at the VA hospitals

Nationwide usage indicates primary typical users for that freq are, in hi-lo order of use, BLM, VA, and USPS.

Most likely federal civil use for an event or natural incident. Not likely military- the whole 163-174 band is supposed to be primarily civil federal, not military.

I guess VA. "EMS" is Environmental Management Service for the VA which is what the rest of us call "housekeeping."
