I've been monitoring 170.825 "listed as Bureau of Prisons", however I've been monitoring some interesting communication that sounded more like FBI. They were talking about a suspect being in a Volvo and they were keeping an eye on him/her. Supposedly, it was taking place near a Coscos. Other than that, they were very careful not to give specific locations. Some of the comms were scrambled, but most of them were on FM mode. It seems like the FBI may be using this frequency now, however I'm not sure if it's the Newark division or the NYC division. They just keyed up again as I speak. "He's still inside cleaning up, I don't think he knows we're out here". "We'll just wait here"

Yep, B7 is the New York channel. Look in eastcoastscanning (forgot the site url) and you will find the New Jersey A1 channel. Both are quite busy during weekdays

Yeah, I know the Newark Office uses 169.975 MHz, and most of the time not scrambled. However, I'm not sure if they use any other channels besides that one.
