Actually, IIRC, the true trouble is that Lindsay's map provider back when maps were being introduced didn't have anything more granular than provincial maps.
Every province and territory, with the exception of the Yukon, has some kind of division. The two that don't have some kind of county-like divisions are British Columbia and Newfoundland & Labrador, and they're represented by either geopolitical regions (BC) or numbered subdivisions (NL). The province I live in has many different divisions, some of which are named counties, some of which are named Municipal Districts, and some which are First Nations ("indian" reserves), Improvement Districts, Métis Settlements, Regional Municipalities, and Special Areas. But in terms of the RRDB, they're all considered "counties". And all the provinces in the RRDB have the divisions set up, though still named "counties".
There are some mapping products that offer the intraprovincial boundaries but I don't know if Lindsay's provider has ever gotten around to implementing it. It would be nice to see us get the same kind of granularity in our provincial maps as the US gets in its state maps.
