Have a Uniden BCD996P2 APCO Phase I & II Digital Trunk Tracker V Radio Scanner

Looking at the manual for programming is over my head.
Live in 270/44 area and want to monitor MOSWIN Troop C, P-P, Arch, Central Co Fire.

Is it even possible to monitor SLATER with it being encrypted?

Years ago I recall a site where you could download the programming freqs you were interested in.
Don't recall the name.

Any advice/tips would be appreciated.

You can hear everything you mentioned. Only PD on SLATER is enc. You will have to program at least two systems. One for SLATER and one for MOSWIN.

Does anyone catch much HP car-to-car chatter?

I realize there are talk groups for that on Moswin, but they are for the most part dead. Nothing like the car-to-car traffic I used to hear on low band. I pulled my low band antenna off the tower when Moswin came online, but never thought that it may still be used for car-to-car.

Is this site mentioned in the 2019 thread operational & is it part of MOSWIN?

I think this is a new site in CAPRAD.

It is listed the same as the other 700 MHz sites so it should be part of MOSWIN. I have no idea if it is operational or even built yet. Somebody in the area will have to do a band search and see if they find any control channels with a new site number.

MSHP does some enc now and then. It's ok. They need to do it for certain reasons. Just hope and pray it doesn't become full time.

Not for long.... I have started to see some changes. TG 5 Dispatch radio 4990 has moved to encryption

Okay,

TG 5 remains fully in the clear.

The dispatch console with RID 4990 is assigned to the Troopers the state sent into the City of St. Louis for help so the normal city officers can concentrate on bigger crime. MO State is assisting the city by helping patrol the interstates which frees up the cities officers.

TG 9 (Dispatch 3) is used by console radio 4990 to talk with the troopers assigned to the City of St Louis detail.

TG 9 may be encrypted at times due to many of the cities radios being encrypted but... I've not logged a single encrypted hit from RID 4990 or TG 9 as of yet with Pro96com.

TG 5 on the other hand has remained 100% in the clear when talking with all known Troop C dispatch consoles.

Basically, it seems business is as usual for Moswin Dispatch and what was heard as encryption very well could have just been a bad decode.

I'll continue 24x7 monitoring of the CCs for Moswin regardless.

One other note, there were some odd comms occurring on Moswin during the Hockey All-Star game. Most of it were federal agencies using 4 digit TGs however. I did not watch Troop C dispatch TGs during that game with Pro96com so something very well could have taken place during that which I missed.

I ran some logging on the local Moswin sites in my range overnight.

It took hours but sure enough, around 2:39 AM this morning, I did log three hits from RID 4990 (Dispatch Console) on TG 5 that had the ENC flag set. I only logged this from the Weldon Spring site and I did not log any hits from an encrypted reply at all. Possible they were talking with a mobile affiliated to a site out of my range. The three ENC hits from RID 4990 were within a few seconds of each other so it could have also been a mistake by the operator.
I'm not really sure but do plan on doing more logging and expanding my logging to a couple more distant sites that I can still log 95% of the time.

Last evening I was logging Weldon Spring, Imperial, St Louis City North and Warrenton sites with Pro96com.

Golden City 700 will be on the air pretty soon - which will require a change of freqs for Joplin and Springfield 700 sites, so keep watch for these changes!

Past couple weeks monitored number of C/C comms TroopG Zone 5/TroopD Zone4/15 Theodosia/Branson sites... Over on 'kkn50 2020 VHF Low Band Logs' do see - 42.0000 186.2 KA5824 MO HP Car to Car,frequently.. Dispatch South Consol 1004994i requests low band checks Ch43 (42.100 / 42.320 Troop D South Dispatch) Ch40 (42.060 / 42.220) on Sundays, and have monitored 42.100 rebroacasts by1004994... 20110s coincided with xxxxxxx incident, couple DWI attemptolocate, bolos, etc.

Missouri State Highway Patrol does a heck of a Job with limited resources, for such a large area in the southern Ozarks.

I am picking up MOSWIN site 355 on 771.01875 Mhz. It apparently denies users from outside of Jackson or Cape Girardeau. It is constantly rejecting affiliations from talkgroup 6719 ( Scott City Fire Dispatch). Site Nac is 1CA. Neighbors are 303, 333 and 346. My guess is its Cape Girardeau City system. Call sign WRFJ891.
