Good old DDE system (French PMR, or what they call “ePMR”).

35.0000 MHz - 36.2375 MHz
12.5 kHz spacing

Mobile transmit (repeater input) offset is +4.4 MHz, so mobiles TX range is 39.4000 MHz - 40.6375 MHz. Data, signaling data, analog voice and apparently digital voice used. Nationwide or nearly so coverage. Multi-tone SELCAL (selective calling) and various CTCSS (PL) tones in use. So you likely picked up 35.725 MHz 118.8 Hz, previously 35.7625 MHz (which your scanner and mine reads as either 35.760 MHz or 35.765 MHz, thanks 5 kHz steps). 35.960 is 35.9625 MHz and so on.

There’s a good write up (in English) on the DDE network - including the system’s internal channel numbering for all the channel pairs - HFUnderground Wikipedia page for it:

The polytones you’re hearing on 31.325 are part of the (also French) EPAR network, used for streetlight data and control (sort of like SCADA). In addition to 31.325 MHz, it uses 31.4375 MHz, 31.4625 MHz, 31.475 MHz, 31.4875 MHz, 31.6875 MHz, 31.925 MHz and 31.975 MHz.

Impressive haul @KF4ZTO. Good to see Ft Hood make an appearance.

Thank you. Fort Hood is often super loud on 30.450 MHz. I've only heard their other frequencies in use a handful of times, i.e. 30.150 MHz, 31.450 MHz, 33.400 MHz, 33.750 MHz, 33.950 MHz, 34.150 MHz, 35.000 MHz and so on. Of those, 33.400 and 33.750 seem to be the busiest ones.

CHP and the OC Freeway Service Patrol system on 39.520 MHz [173.8 Hz] and 39.860 [173.8 Hz] are almost as reliable as Fort Hood.

The Asian fishing fleets are weird, sometimes they only come in earlier in the morning or late in the evening (which I've considered "gray line propagation" but there have been many situations where 31.100 MHz and a handful of others come in very strong in the afternoon, when California, Texas and the Spanish language taxi cabs (31.200 MHz [203.5 Hz], 32.180 MHz 77.0 Hz / 141.3 Hz, 32.940 MHz 77.0 Hz / 141.3 Hz and the others) are coming in nicely.

Since 30.450 is often pretty busy, I tend to use it as a "starting point" after checking 25.000 MHz for WWV, then 25.950 MHz FM for the always-on STL signal, I still check 36.600 MHz for the YSD beacon but I haven't heard 36.6 in quite some time now. After 36.6 I check 44.58 for the BNSF data system and 40.670 for SNOTEL before focusing on the specific 39-46 MHz bands for public safety and then larger chunks of the band depending on what I hear (or don't hear).

Thanks for sharing your strategy. Same here. Ft. Hood was/is my barometer for how the band is above 30mhz. I've been hearing them on that frequency since 1990-91 when I discovered VHF DX-ing. That was an especially hot sunspot cycle at the time and obviously many more stations on low band. The activity was off the charts.

Sounds similar to my first experience with lowband DXing. I remember hearing British Military traffic on 30.100 or 30.200 or another “low 30s” frequency at some point in 2002 or 2003 using my first scanner (a RadioShack Pro-79) with the factory rubber duck antenna. I then stumbled upon the 39 MHz and 42 MHz highway patrol bands, which, at the time, had a lot more activity on them. Same with 33 MHz for fire / EMS activity. I was hooked after that.

I remember the Pro-79 - great radio. Back then, I was using a Pro-2006 and BC-210XLT. Still use them today. Both great radios for lowband.

I don't remember British military on those frequencies. I was listening less in those years, as I was a few years out of college and working full time. Lowband fire is great - 33mhz and also 46mhz here in in the NY/NJ area. Loved those daily tests with the tone-outs and ID.
