It's hard to tell.. but it almost sounds like French..my French is really bad though..

Definitely sounds French. Years ago during one of the peak years I was listening to mobile phones in Europe. Can't remember what end of the band it was but was interesting.

There are a few French Colonies in the Caribbean and in the northern part of South America.. so it could be coming from one of them..
