For a starter radio, I personally recommend the Sangean ATS-909. I've had one for a few years and love it. It's portable and in my opinion, has excellent audio. Has plenty of memory storage and it does SSB which is what you'll need for FEMA reception. It's pretty good with the internal antenna but you can hook up a long wire to it and you'll pick up even more. I've DX'd many utility stations with mine. Love it.
