.1GHz is 100MHz, hardly near HF. Ah so Arinco, it is Gogira! (;->) Speaking of Floriduh, have you ever heard of an aligator radio? Not a joke, a question.

I'VE HEARD THE TERM ALLIGATOR USED WHEN THE RADIO HAD A GREAT TRANSMITTER AND ONLY A SO-SO RECEIVER OR IN REFERRING TO A REPEATOR SITE WHERE THE TRANSMITTER WAY OUT PERFORMED THE RECEIVER.

For a starter radio, I personally recommend the Sangean ATS-909. I've had one for a few years and love it. It's portable and in my opinion, has excellent audio. Has plenty of memory storage and it does SSB which is what you'll need for FEMA reception. It's pretty good with the internal antenna but you can hook up a long wire to it and you'll pick up even more. I've DX'd many utility stations with mine. Love it.
