Is there a way to combine the talkgroups?
Not that I know of. One of my local PDs has four, though I haven't heard the odd ones lately. They only show up in the selection screen so I've never pursued it.

Have you listened enough to determine what 1001 is used for?

I assume it is from their dispatch center. Perhaps two different consoles?
I can post the event log if it helps.

Was just curious. My city uses two on a daily basis, one for dispatcher and one for cars (I don't know what the other two are used for). The rest of the local towns seem use only '1'.

Is this how it should be configured?
How do I combine the two ID's in Rdio Scanner? I created a "Lowell, MA" system but which talkgroup do I enter?

I’m in Reading, MA and have been having the same issues as you, I thought I was loosing my mind. Reading PD used P25 Phase 1, and while I can get recordings when I add the channel into an alias, with the complete talk group range in the identifier block…I get recordings, but they are often missing the beginning of the transmission, and if it’s a short Tx (like a patrolman responding to dispatch “Recieved”) I just get a 1-2 second click of sound in the mp3.
