Not normally.
Usually the talkaround channel is the repeater OUTPUT. That's what the mobile unit is monitoring anyway, instead of the repeater INPUT. However, some agencies use the repeater input as a secondary simplex channel. They just use a different CTCSS or DCS encoding so it will not key the repeater when they want to use it to talk directly to another mobile unit. It's not as common as using the repeater output frequency.

If you haven't unlocked the frequencies in your scanner, now is the time to monitor them and see who is using these frequencies. I would suspect that some SAR ops in NE Arkansas could be happening, especially in the hills around the White River.

37.100 in Independence County

Once in a while I hear Independence County SO deputies talking to each other car-to-car laaaaaaaate at night on 37.100 MHz. Usually it's just idle chatter. They probably assume everyone stopped monitoring that frequency a long time ago.

Any activity on these freqs noted during yesterday's storm?

I didn't hear anything, but the FCC Database indicates that the freqs between 37.10 and 37.42 are assigned locally, and no longer assigned on a statewide basis. Most of what I heard yesterday was AWIN and local VHF county response in the 154-155 range, and UHF action in the 453 and 460 ranges.
