406.5125 MHz NAC 2CF Near Laughlin NV

I monitored 406.5125 NAC 2CF in Laughlin NV. The NAC Code points to a few agencies, but it didn't sound like the Civil Air Patrol. I am leaning towards a National Park Service frequency. Could it be a link frequency?

Most national parks, monuments, stes, etc. are closed thanks to the budget showdown. The Grand Canyon is open thanks to a private contractor. What kind of traffic are you hearing? CAP traffic is pretty obvious, with aviation or station to station military style comms..

Any chance it is Boulder Dam traffic? WAPA traffic? MIL. traffic?

NAC's alone do not identify an Agency, you would need Freq as well, since CAP is typically VHF Only this is 100% NOT CAP

What type of traffic are you hearing ?
Thoughts got to, as others indicate, a Voice channel from a Trunk or a Downlink from a VHF network
