436HP Not hearing P25 Phase 2 in Wichita Falls, TX

Just moved to Wichita Falls Tx and it is a p25 phase 2 for PD. I bought a BCD-436HP so I could listen to them the other day. Problem is that I hear everything but Wichita Falls P25 system. The radio lights up dispatch like someone is talking but there is no sound or just a static sound for a second. I can hear the sheriff dispatch but it is not p25. I have done the firmware upgrades through sentinel, upgraded databases, programmed by zip code, changed the distance to 0mi, turned attenuator off, tried almost every setting, and I still have a $400 paperweight of sorts. So here I am begging......wait to plead for help. I am sure it is a simple fix but I am lost...HELP!!!!!

I believe all law enforcement on the Wichita Falls system is encrypted. You should be able to hear fire, unless they went encrypted in the last few months since I was there.

You are correct Kevin. Wichita Falls PD shows fully encrypted. jimmyahh, you will not be able to monitor that. The County Sheriff TGID 11281 is the only law enforcement on that system open to monitor. You will be able to monitor the Fire Department.
