What exactly is this frequency used for?

The RR database lists this frequency to the State Patrol Aircraft ch.1

The 1995 Police Call lists this frequency for temporary vehicle repeaters.

The 2004 Police Call shows the frequency is set-up as a mobile relay (repeater) in Madison, Fort McCoy and Chilton areas.

I have been listening to this frequency off and on the past 10 years without hearing anything, except for the Chicago Police when the weather conditions were right.

It varies from not being used at all in several districts to being used exclusively for convoys protecting the Gov or other officials. Not used at all in N.E. Wis, but I did hear it in use around the holidays in Dane County between units in an official state personnel motorcade. Any other regional usage reports ?

Previous information from the CRG around the state by various people in different areas indicates the frequency occasionaly used for aircraft speed control operations and also a repeater being heard tested in the Milwaukee area in May of last year. I do also recall hearing aircraft on here in the past.

This may be outdated but I have this in my "heard notes" database with a 2003 entry:

The above locations are all State of Wisconsin-owned locations, mostly WSP. There is a UHF repeater in Milwaukee at one of our metro sites, but useage is sparse (if any)....certainly not day-to-day. I'm not sure of it's exact purpose, but I have it on my console and have heard traffic on it.

Update - Since this was mentioned the other day, I have been listening as I can for signals on 460.40 and just heard some traffic from somplace around Chicago with our yagi pointed 174 degrees from our location in the northeast part of the state. Scratchy, but I did hear a location given of 41 at Old Elm Road and I believe that's in Cook County. Don't know which agency is using it, but perhaps our forum listeners a little closer than I am can determine that. I have heard NO traffic inside Wisconsin on 460.40 since this was first posted.

I just noticed Wisconsin Scanning lists 460.4000 with a tone of 162.2, has been used as a mobile extender frequency in District 3.

Years ago .. I think when Tommy Thompson was Govenor,there was some big conference in Milwaukee that lasted 2 or 3 days,and this freq was used for what sounded like shuttle vans for VIP's

Now all I hear is a keyup or two about every other month,but it was active last summer in milwaukee with testing.
Maybe Capitol PD in Milwaukee has it as secondary freq?? The testing was mainly in the downtown area if I remember correctly.

It is 'listed' as an air to ground traffic control (radar-laser) frequency in a couple directories, but at least in the northeastern part of the State when weather permits, that operation is done on Statewide - 151.460. I have turned the beam here slowly a full 360 degrees twice over long periods of time and have yet to hear any chatter except from Chicago West Region at 174 degrees from here. This multi-band beam and monitor has roughly a 240-260 mile max range for 250 watt ERP UHF omni stations after sunset and there's just nothing going on, so I'm not going to spend any more time listening to that particular frequency.
