Does anyone know what this could be used for? I've not heard traffic, just the repeater hang time. (about three seconds)

They are, but not on a PL, do you know LCS's MDT Freq?

Nope.
1) Illlegal to monitor
2) All you'd hear would be chips & sqawks (kind like listening to a runaway fax machine)
