6516 usb

Im getting some numbers like traffic being passed on 6516 LSB but Im unable to tune it in completly like its scrambled or ENC.

Yes K9WG it was in English and went on for like 20min. The station was reading off strings of numbers and almost sounded automated.That's about all I could make out. I was thinking maybe a spy station?
