I was searching FCC records and noticed a State of California license on 854.0875 mhz. The channel is licensed for repeaters at Pilot Hill and Folsom dam. Perhaps state parks? The callsign is WQKN314.

Anyone heard any traffic on this frequency or know what it is?

I haven't heard anything on it, but the control points address is the Prairie City SVRA, which is ran by state parks.
