I’m located in NW Ohio in the past couple of weeks I’ve caught some chatter on my scanner on 8Call90. It’s a repeater but theirs no information on who’s using it.
You could search the FCC database to see if anyone locally has licensed it. Many counties have repeaters on interop frequencies, some licensed some not. Some get left on 24/7 and others are only turned on when needed. It could be anyone really.

These are national standard interop channels. They don't really belong to any one agency in the sense of a licensed coordinated frequency. The repeater is likely county or regionally owned for interop purposes.
