but why?

Avicom shuld use 131.450.000 only?

It might help if we knew what "Avicom" meant. Is it the Asian equivalent of ARINC?

The article makes a mistaken claim.

The FAA regulates communications, it does not provide them. AVICOM seems more like a nationalized version of ARINC, as far as the information given can be trusted.
