They could just be testing out the system looking for dead spots.

They sound like National Guardsmen. Keep mentioning the armory and other locations possibly on Ft Dix. They also talk and ID like NG.

Those are indeed National Guardsmen. I have heard callsigns like Tango 1, Tango 2, fuel station and staging point alpha. They also have a TG of 27824 but I think it has encrypion because it makes a weird beeping noise instead of voice. It's weird, because when I accidently programmed that bank for Type I, I picked up their conversations regularly.
