The only places that is licensed in Canada is New Brunswick Power.

Doesn't mean it isn't used elsewhere, but at least not a public license.
I found that Canadian license, but it appears to be analog only (16K0F3EJN or something like that). I don't know how common it might be for Canadians to violate their license specs, or whether there might be a modification application in process and that might allow it. It does sound like the type of short-burst SCADA stuff used by utilities, and they might think they are too far from the US licensees to matter, but it's not hard to find what tones are in use by the incumbents, so their use of that tone is weird if intentional.

Maybe appeal to a broader audience to have a listen?

You *could* sift through all these licenses and look at the emission designators to see if there is anything out of the ordinary. That's a big piece of how we found Contra Costa county back when.

@KB3KBR is it only happening during the same short time frame every day? Do you know what day it started?

When is the "normal" time of day for VHF-low skip? My memory of propagation stuff is long gone, but my gut says night.
