Albany County 4991 (?)

Hello everyone? Just curious if anyone knows who 4991 is calling in on Albany County Fire Control. They hopped on going to Albany "At the request of the City of Albany" and I was wondering because they addressed Fire Control as "Albany County Fire Control", so I am guessing something NYS. Thanks!

It's a County unit, like a coordinator or some specialized type of equipment.
