Trying to help a friend program Alton IL PD/FD

I found Alton Fire on the starCom page under Madison County
But no Police.

In the data base it shows Alton as NXDN

Not sure how to proceed

Well it shows that its a NXDN on this web site but, on the FCC it does not show a Emission for that mode....Put in the two PD freqys and see if you hear anything, if it is indeed a NXDN Digi-talk you would need a recent scanner fron Uniden or Whistler.....

Alton is NXDN on 155.190 but... that is a simulcast of 155.6325 which is still good old analog or NFM.
I can hear the NXDN signal well here in Chesterfield, MO even though the signal level is next to nothing, it decodes just fine on an Icom.
I can also hear the analog signal on 155.6325 and everything heard there does come out on the NXDN freq a few milliseconds later.

I've not found PD on Starcom and probably won't if they are using NXDN.

If you have analog capabilities, you should be able to hear the PD on 155.6325 for now.

That's what had me confused.
I've learned my way around StarCom, analog was never a problem, but this confused me.
He has a BCD 325
I have his MadCo CC and TG

As kruser mentioned APD is nxdn with an analog simulcast. With a switch of a button they can cut off the simulcast. AFD is still analog 154.385 (KDR424). AFD is not on starcom and is not allocated any talkgroup.
