BCD325P2/BCD996P2: Am I Missing Something?

I'm new to scanners and I bought the bcd996p2. From what I understand all I need to do to get started is to upload from the RR database with Freescan and then upload to the scanner. Things seem to "look" okay on the scanner but only a few hits. Many frequencies show strong signal strength but no sound. Nothing on the Project 25 Phase II system (also shows strong single strength). Either I missed something or a defective scanner which I seriously doubt. Any suggestions for a newbie would greatly be appreciated!

If it's a P25-II simulcast system, the 996 may not work properly under any circumstances. Which system?

Project 25 Phase II; APCO-25 Common Air Interface Exclusive; with simulcast system. But even the conventional systems don't seem to be very functional ...

It may be helpful to specify the exact system you are trying to listen to. Perhaps some locals can analyze your data file to see if anything is amiss?
