Until scanner makers make an AGC that actually works, the short answer is no.
The radio techs that set up the different system all seem to have their own set of rules when it comes to deviation. That is what we, the feed providers get off the air and pass on down the wires to the server.
Different scanners will respond differently as well my older 796 does not do as well as the newer 996T but I cannot afford to replace the older scanner that is working just because the audio is not quite as good.
Processing the audio either in the computer or the server would induce "breathing" as the audio goes quiet between transmissions and a pop when the transmissions come up. Very annoying.
