The 08xxxx means it is a European version of the receiver. Thus, it is unblocked and uses the FAT plug version of the programming cable. The default tuning steps in the 150 to 170 frequency range are different than the US versions but that won't matter if you are using the Butel Software to program the receiver. Plus, unless you are searching and not scanning, tuning steps for the most part don't matter. Butel Software doesn't care what version you have (US, Japanese, or European) and doesn't care whether it is blocked or unblocked. Since the receiver is unblocked, you can tune it to the US Cellular frequencies, but you won't get anything but loud static if you stop on a transmitting cellular phone call since cellular is digital and the AR8200 only receives analog signals and decodes them.
