Long time scanner user in Anchorage. Can anyone provide me with some guidance on what I need and how to set it up now that they have discontinued use of the old freq's?

You're going to need one of the latest digital scanners from Uniden or GRE that supports 700MHz P25 Trunking.

So, at quick glance it looks like I'm looking at a $500 scanner. If I choose to proceed, how complicated is it from there? Is it doable for a radio amateur and if so what is involved?

Well, depending on the scanner, it might come with the computer cable or not. Then you need to download/install software, which some is free and others are paid versions. Then programmed it with your own stuff or get a membership to this website and it'll help save time by loading a pretty good portion of what you'll likely want anyway.

At this point, you're going to have to experiment and ask more specific questions. You can read through the old threads and archives, etc.

The BCTX15 is a really good scanner, however, is an analog only one. To listen to the new 700MHz P25 digital system that most of the Anchorage Municipality migrated to, you'll need one of these models:

Uniden BCD996XT (Mobile)
Uniden BCD396XT (Portable)
Uniden HP-1 (Mobile)
GRE PSR-600 (Mobile)
GRE PSR-500 (Portable)
GRE PSR-800 (Portable)

There's other models, some older ones that would still work and would be cheaper to buy used.

There's a starting point for your research and maybe ask other questions.

BCT8 can still serve you good if you're interested in listening to more than just public safety and fire. The old AWARN system is still online, and has city buses and general utilities. You can use it to listen to air traffic control (if you're in the range) or Alaska railroad. Some valley agencies like areawide ems and fire are still on conventional analog. So it's not a total doorstop just yet.

I would like to purchase a scanner to listen to APD but before I do I want to make sure they did not go encrypted when they switched to the digital freqs. Is there anyone out there that is currently listening to APD and AFD on the new freqs?

Based on what I've heard on the scanner and been told by a friend (who works for APD), APD 1 (North Dispatch), APD 2 (Utility/NCIC), and APD 3 (South Dispatch) are not encrypted. Everything else is (or soon will be) encrypted.

You can listen to APD/AFD via Shoutcast before committing to a purchase, just search for anchorage:

That is because the channel is now running encryption. You will see it appear on your radio since the initial inbound/outbound packets are not encrypted, but you won't unsquelch since that scanner can't decode the signal. No need for an upgrade, you just won't be able to hear police traffic from here on out. But they do have it set up on the internet on a delay.
