Arc 433 software problem

I purchased the arc 433 software to program a radio shack 2051 scanner. It installed to my laptop with no issues. When I try and open it from the desktop icon it will not open. The spinner beside the mouse pointer will run for about 8 seconds and stops but arc never opens. I am running win 7 ultimate on my laptop. However I installed it on my desktop running win 7 and it works and opens with no issues. On the laptop I have tried to open from the folder instead of the icon and still same problem will not start. I spoke with someone at scanner master and they were unable to help me. Has anymore ever had this problem or have any suggestions that may help me with this problem. It acts like it may be running in the background somewhere but i never see it open on the monitor. Any help would be greatly appreciated.

Did you recently change the screen resolution of your system? That can cause issues.

Open the windows task manager and close all open copies of ARC433.
Then in the windows registry delete this folder: HKEY_CURRENT_USER\Software\BuTel\ARC433
That should normally fix this issue.

i checked task manager and arc 433 not running. I removed the butel folder from the hkey_current_user
done a reboot on system and arc 433 still does not open. no screen resolutions have been changed.

Maybe an AV program is blocking the software from starting. Either try a test without the AV software or add ARC433 to the safelist.
