At quick glance, it looks like this is the breakdown for ARMER and non-ARMER at Minnesota public colleges and universities:

-University Of Minnesota: Both ARMER & Conventional

-Minnesota State Universities: Both ARMER & Conventional

-Minnesota Community Colleges: Conventional

-Minnesota Technical Colleges: Conventional

Does that match up with what you guys are hearing around the state?

It seems like the U of MN has ARMER for public safety related functions and conventional for other uses.

The State Universities seem to have ARMER for campus security and conventional for other uses.

The Community Colleges seem to be conventional for everything.

The Technical Colleges seem to be conventional for everything.

Inver Hill Community College and Alexandria Technical College have ARMER Talkgroups for EMS and Police training.

Your observations regarding their use is correct. If the entity has a feasible impact of public safety or a role in emergency incident response, they are allowed to participate in ARMER.
U of MN Dining Services are unlikely to have a need for an interoperable radio resource, but St. Cloud State Security interact regularly with St. Cloud Police.

The last time I listened, Bemidji state security was p25 conventional. Anything more exciting than paint drying gets referred to the police department, so I haven't listened in a very long time.

MSUS Mankato uses an ARMER talkgroup full time for security operations, I believe they also have a law enforcement program and have a hunch that they do the security for the college. Their radio traffic sounds very much like law enforcement and is very professional. I've also logged affiliations for two other talkgroups on their radios.

Gustavus Adolphus college in St Peter also uses ARMER for security. That one baffles me, as it's a private college. I'm assuming that they work closely with St Peter law enforcement and it was decided it would be beneficial for the community.

I happened to catch what seemed for be a very coordinated event in St Peter and the college there. I couldn't figure it out initially, but it turned out that the king and queen of Sweden were visiting the college: (https://gustavus.edu/royalvisit/) That was interesting to listen to...

U of M hospital is using Kenwood NXDN. The hospitals are part of the Fairview System, the MDs are from The U of M. A merger is in the works but the new org will not be part of the U of M it will be its own entity.
