I normally run JS8Call @ 3W in the evenings to keep in touch with friends all over North America. Meanwhile the ARRL is transmitting their code bulletins on 3581.5 KHz. I don't know how much power they're using but they got so much splatter on that transmission that it interferes with the JS8Call bandwidth that extends from 3578 to 3581. And what's more, they're running automated broadcasts with Fldigi to do it.

I have never seen anything so stupid in my entire life. There's a reason I don't belong to that outfit, and never will.

Perhaps their Official Observers should look into this?

To report clear violations of FCC Part 97, particularly instances of unlicensed operation, repeated deliberate interference, and operation outside of a licensee’s authorized frequencies, send the report via email to Riley Hollingsworth (K4ZDH), ARRL Volunteer Monitor Administrator, at K4ZDH@arrl.net.

File a complaint with the same outfit that causes the problem? I'm sure that'll work.

it's kinda like awhile back a bunch of us were running JS8 on 80m at 3-5W. You can communicate all over the US and Canada with that at night. This outfit that's affiliated with ARRL runs this big RTTY contest. We're trying to decode signals at -20dB and these contesters come on right on top of us at what I'm assuming was full legal power - 30 over signals anyway with extreme splatter. So I look up the outfit that's running the contest. And tell him to please inform your contest operators that they must check to see if the frequency is in use before walking all over us.

I got a reply back that nobody owns any frequency, they're free for everybody to use. I'm like, uhhhh.....that's not what I said, but whatever.

I don't care if they want to send out code bulletins and code practice broadcasts. But they don't need to use as much power as they're using for a signal that should take up maximum 150Hz of bandwidth. Judging by what their signal looks like here, they're driving the modulation in Fldigi wide open too, probably into the hardware ALC on the radio. Since they obviously don't even know how to set up a radio and their digital software, I doubt their Official Observers are any smarter.

Official Observers died off in 2019. They transitioned into a like program with a different name [I can't recall what it is - sorry] and it is administered / run by the Minions of Minster.

AC9KH is correct - the League isn't going to do anything to help amateurs or impugn themselves.

Has anyone thought to take a listen themselves to said frequency during code practice?
I might have missed it in the OP comment, but is it constant? everynight?
I am listening to code practice now at 9pm central on said frequency, and here it is a perfectly clean, S8-S9 signal
just sayin....

And I might add that listening/looking at the KD9KHZ SDR in Wisconsin online, it is a very strong +20db signal..but it appears clean on that receiver as well.

You don't have a very good scope. I got 'em notched out but it still makes that portion of the bandpass unusable, although the notch filter cuts the background noise to S7 for the rest of it.

How do I not have a good scope when my rsp2 and winradio 313i and my kenwood 890 all on a 350 ft diamond in Texas look nice and clean on 3581.5...AND... the KD9KHZ sdr I referenced in my post that you quoted was nice and ckean in your backyard.
And now tonight we have the following....
all nice and clean..and in your backyard...

I recall W1AW broadcast their bulitins with 1 KW. for my location and noise, I can't decode them anyway.
I do a very little JS8 (20/40 Meters) and my decode software has no problems at all.
