Any examples? Are you sure it's the DB managers and not the submitters?
There's tons, read the news entries from MPSCS:
"The city of Flint, has applied for federal stimulus money, to completely overhaul their legacy based public safety radio system." commas not needed.
"Radio Technicians and IT system planners from the state of Michigan and Motorola, are planning the necessary system upgrades that will double the present capacity of the statewide interoperability radio network." comma not needed.
"The planned system upgrade to ASTRO 7.8, will double the capacity of the MPSCS to 131,072 System/User ID’s." comma after 7.8 not needed.
The “Upper Peninsula 15 County Interoperable Communications Consortium,” has been formed to help transition the entire law enforcement community over to the MPSCS. comma not needed.
The list goes on and on. I think the above link would be helpful to anyone who is going to contribute to or edit any of the databases. It's never too late to brush up on basic punctuation rules. The main rule that's being broken is the commas are being used to separate the subject and predicate of the sentence.
