    Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value.     The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

    For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

    This is a large and very visible forum. We cannot jeopardize the ability to provide the RadioReference services by allowing this activity to occur. Please respect this.

This radio is not a scanner and has very limited capabilities. It will only do FM analog frequencies and is very slow. The best way to put in frequencies is with software such as Chirp. If there are analog frequencies in your area, you must be very careful to set it up to avoid transmitting.

According to the database Cleveland uses a 800 MHz P25 digital trunked system.
A UV-5R doesn't cover 800 MHz, can't receive P25 digital mode, and is not capable of tracking a trunked system.

Unfortunately there are many Ebay sellers that that use the buzzwords "scanner" "police" "EMS" etc. to try and sell the Baofengs. Might be partially accurate to a small degree, but misleading and borderline false advertising (IMO).

Appreciate all your replies. Guess this may end up being a paper weight. I am trying to get 1st and 2nd district police and radioreference the broadcaster does all 5 districts and the other 3 districts being busier then the 2 I want to hear I miss a lot of calls in my area.
Hopefully that P25 trunked system there is a way to only get the 2 districts I want.
I tried that Home Patrol but it didn't seem to do very good, so returned it

It does scan, but can't get any channels to program in. I tried that cord and CD you buy separate but can't figure that out either

ok the hard part is getting the cable to be recognized by the software you are using. Most of use use Chirp software, though Bafengs VIP works too. Some have noted your area is a p25 digital area, meaning your radio is analog, not digital, it fan not receive and decode digital signals. This is similar to what has happened on commercial tv when tv went to digital. Or radar detectors have gone to frequencies that only the newest can hear. While the radio can scan, its really not a scanner per say. You can monitor easily, listen to one frequency at a time providing the signals are not of a digital mode.

Load VIP software from the disk. The disk has a directory called usb drivers. Click and then you see win 7, etc, pick the operating system you have and open that directory. After the driver has been instaled , for the cable, click the Baofeng directory, and open the uv-5 directory and install VIP. You also can install Chirp, at this point. Home - CHIRP
Getting the driver for the cable is the hardest part, but once that is done, its easy after. .

If anything I may buy another to use as a walkie talkie when installing cable runs to talk to the other helper, seems this is what it will be best suited for. Appreciate the reply from you and all the others.

You will need a ham licence to talk on it, and so will your helper

Musk, he can program it for FRMS through CHIRP.

Assuming by FRMS you meant FRS and GMRS the Baofeng is not certified to be used on either of the 2 sets of frequencies. See multiple other discussion threads on the illegal use of these radios for more clarification.
