Looking at the original post I don't see a reason given for the need to ground in the basement. The antenna and/or lead in should be grounded outside to NEC code before entering the house. Its nice to ground all your amateur transceivers, amplifiers and antenna couplers together with a single point ground for RFI issues but for modern scanners there is no need to ground them beyond the three prong AC power plug if it has one.
