when the scanner turns on it doesnt do the original opening up screen where it shows the copyright page it goes directly to the "scan" screen where it shows all the banks 1-10 on the top of the screen and LocOut on the screen and i have tried resetting and unlocking and it still has not changed.

You have accurately described how the BC75XLT is supposed to work.
This is the radios friendly reminder that you have activated banks that have no memories programmed in it, and/or the sole bank you have selected that does have channels programmed in it are all locked out! 
The solution is to un-activate banks that have no programming in them, or hit HOLD and then manually step to your programmed channels and UNlock them for scanning.
You'll easily be able to fix that fast. Enjoy the 75xlt - it is a great little conventional scanner.
