BCD396T: Monitoring conventional CROSS-CHANNEL simplex systems

Is there a "right" way to program cross-channel simplex systems? My local (Dallas) DPS system runs it's repeater in simplex-mode. So, in order to hear both sides of conversations I have to set each of the system's chanels for no-delay *and* set the system hold-time greater than 0 seconds. This works fine until I want to scan additional systems. In that case, scanning is generally slower because of the added system-hold time needed for the DPS system to work properly. Seems like there may be a need to enhance the system-hold behavior or introduce a "system-delay" option to apply to cross-channel systems so that the scanner holds on the system ONLY if traffic is present on any of it's channels.
