I can't figure out how to add a talk group to an existing p25 multicast system. Much of the system was loaded up in the radio through the Home Patrol feature, but a handful of talk groups are missing. I have the talk group ID's, but I do not see an option to add new talk groups in the sentinel software.

These are the talk groups.

They are in Sentinel - under WISCOM - Dept of health. Perhaps you either overlooked or your database is not up to date.

Note the ones with the E may ne encrypted.

Service type EMS-TAC and Hospital.

As to your question - create a favorite and use the + icon.

As Phask has already posted, you can't add to the HP downloaded database. If you are seeing additional Talk Groups on the RR database page, then you should do a Database Update in Sentinel. Once Sentinel is updated, do a download to your scanner. Uniden updates the database weekly, making it available to download on Monday.

Your other option is to create a Favorites List for the system. You can make whatever changes (updates, name changes, etc..) that you like.

The following are a couple of links to YouTube video's and Wiki pages that might be of help.
