BCD436HP/BCD536HP: BCD436HP and band Plans

Im working with a BCD436HP and I am attempting to receive the DOJ IWN in the Medford, Oregon area. The P25 net shows a site in this area (Eagle Point). The CC on the Eagle Point site is listed as 172.2375. The only ACTIVE DOJ CC in the area is 172.6375. When I scan the active CC it auto downloads a band plan which is listed below. I have attempted programming the active CC as a standalone , and a P25 TDMA and the RR listing of P25 Std. I've never heard any voice communications.. The only sign of hope is that Band Plan. Squelch ok, Loading scan favs ok, location is off, scan service type is ok and I understand the Fav and sys quick key sys. The BIG question is if the band plan seems like one for a P25 system. On my Icom7100 there is a close freq that sounds like a weather satellite. It's strongest at 172.636 usb. Am I getting RFI of good P25 info. Any help on actually hearing something? Is a typical band plan used by the entire network, each site or each individual control frequency? Love the radio hope to hear P25. The band plan that I have is

I appreciate your response. The point I so poorly was trying to make is that I am receiving band plans,
Im getting antenna bars and DAT and LNK go wild on my 436 when I hit this one control Freq.
It could be RFI or something else I do not understand OR maybe I should be hearing talkgroups.
I've done everything I can think of and my worn out instruction book is only 2 weeks old. The bit about
only needing control freqs is again noted. I appreciate past, present and future help...thanks

Many federal systems sit idle for long periods of time. Not hearing any TGs is not surprising.

You ARE using ID SEARCH , aren't you?

And, all Motorola and P25 systems use band plans. Most P25 systems are nice enough to transmit the band plan, which is then stored into the scanner, unlike Motorola systems where you have to explicitly enter the band plan.
