No, I have the AOR 8200 and that's a really good scanner generally and the voice inversion comes on a separate card you buy and then you tune its frequency to match the scramblers. You can use any cheap receiver that has SSB demodulation to also use that mode to get the clear voice. Some Chinese $50 radios like Puxing och those kind have voice inversion decoders and usually can be set to receive the whole frequency band and not just GMRS or whatever they come programmed as.

This is what I'm hearing.
I ran the audio thru several of my commercial radios that have inversion (Kenwood NX5300 and Icom F4261). unfortunately, I can't find any options in the radio or software to adjust the mixing tone. the 1 mixing tone it does use, was able to bring the voices closer to human sounding. the main person in the recording sounds like a woman but still can't quite tell what she's saying. Im going to continue to work on it

Thank you. Maybe if you discover something it will help me figure out what to get. It probably was a woman you heard speaking.

still haven't been able to make progress on it. if you search for a Ramsey SS70A inversion decoder and set a saved search, that might work for you.
you feed audio thru it and its supposed to decode it.... there were a few on ebay recently for 99$ but i couldn't tell how to adjust the mixing tone and the seller was quiet as a mouse to my questions, so i didn't pull the trigger on one.
